Climate Resilience and Equity: Evan Manvel
Climate change and resilience efforts are nothing new in mountain towns. However, the urgency of climate change is often obscured by the growing social inequity in our communities. How can we help our communities address both?
Enter the State of Oregon’s Climate-Friendly and Equitable Communities (CFEC) program. CFEC is a state-level initiative to reduce greenhouse gas pollution and improve equity outcomes, particularly for underserved and historically marginalized populations.
The program creates rules and policies that promote sustainable urban development, reduce dependence on driving, and increase access to clean transportation options like walking, biking, and public transit. It envisions safe, healthy neighborhoods for all Oregonians, free of systemic inequities, especially so that underserved populations no longer bear the lion’s share of pollution or environmental hazards.
Evan Manvel is a Climate Mitigation Planner with the Oregon’s Department of Land Conservation and Development and architect of the program’s Equitable Outcomes policy. This policy emphasizes centering the voices of underserved populations, valuing lived experiences, addressing past harms, and building resilient, equitable communities with access to transportation, housing, and environmental benefits for all. He will explain the nuts and bolts of CFEC and how it aims to achieve socially equitable outcomes.
